I was the victim of Pasadena PD aggression (excessive force) so I am still actively involved in monitoring Pasadena PD & ALL police for their use of force (excessive,unnecessary,etc). And it often begins at the upper level,...the message sent by the chief ,by city hall,city council,et al. But its also about personal accountability for each individual police officer.
